MSF REACH (referring to REaction Assessment Collaboration Hub) is a platform designed to support improved information management in emergencies and foster more efficient decision-support during disasters, with an objective to effectively and efficiently combine institutional data with crowd-sourced information (including social media and relevant RSS feeds) in real-time, equipping MSF with virtual eyes on the ground. MSF REACH is an ongoing collaboration between MSF and Urban Systems and Environments Resarch Group LLP, with Across the Cloud Pty Ltd assisting USER Group.
Our main objective is to improve response times to preliminary emergency alerts and to streamline all data sharing activities. Concretely, we are effectively and efficiently combining institutional data with crowd-sourced information (including social media, instant messaging, and relevant RSS feeds) in real-time, thereby equipping MSF with virtual eyes on the ground. The platform uses Artificial Intelligence to support operators with their data collection and information solicitation from peers structured within one secured platform. REACH leverages Artificial Intelligence [AI] as a mode of assisting human agents and operators; AI- assistance can automate time-consuming tasks, aid in data collection and management, enhance user capacities and capabilities, and ensure MSF emergency specialists focus on complex analysis and decision-making. With the integration of comprehensive machine-learning [ML] processes, REACH has the potential to improve emergency monitoring and response performance in the region and beyond.
